From requirement to handover.
Six steps, every time, whatever the route.
A paragraph, a draft statement of work, a sources sought notice, or a phone call. Whatever you have is enough to start.
Scope, deliverables, effort, schedule, and price, in writing, from the principal who will perform the work.
Fixed scope, fixed price, named deliverables, and a date. What would change the scope is written down before work starts.
Weekly written status against the named deliverables. Working artifacts land as they are produced, so you see progress in the thing itself.
You watch it run against the case you named, before acceptance.
Artifacts, documentation, and a walkthrough. The principal stays available for acceptance questions through the end of the period of performance.
What you receive at handover. Source code and the tests that keep it honest. A deployment package with the instructions to run it. Validation results against the case you named. Operator documentation written for whoever runs it next. You own the artifacts.
Where the work sits.
Shape of work to route.
An independent read on a design, a vendor claim, or an AI use case. Ten business days, sized for a purchase card action.
A working application or automated workflow built to your process. Purchase card or simplified acquisition, depending on the surface area.
Interface design, mappings, working connector, validation. Simplified acquisition or a task order.
Local model deployment sized to the workload, on your hardware, with the runbook to sustain it. Simplified acquisition or a task order.
Named technical lead or delivery manager on a task order, or the same role through your prime. Task order or subcontract.
Key personnel on your bid, with the certification counting toward your small business participation. Subcontract, before award.
